Heritage City Development And Augmentation Yojana, Ours is the country of various cultures and traditions. We have so many places and cities with rich heritage value and cultural importance. We have so much to be proud of as far as culture and traditions are concerned. We speak various languages and celebrate a large number of festivals and still are one and united as a nation. Each place and city has something to say and tells us a lot about our history and origin. Each religion is great on its own and teaches to be together and to respect each others’ religion.  This heritage value along with cultural and traditional history is a great treasure and we should preserve it.

We are very much blessed to have a country like this. We have a place to visit for every season and month of the year. In the summer, we may visit hill stations like Kullu, Manali, etc. While in the rainy season we travel south India to places such as Mahabaleshwar, Lonawala, etc.


This is the very big advantage of being in this country and foreigners are also aware of this. That is the reason why these people visit our country in such a large number. We need to capitalise and enhance this great blessing to improve the condition and quality of life of the citizens of India. This could be done if we take tourism as a source of earning and create a good environment for tourists.


The Govt. India has taken a big and remarkable step towards it and has launched the National Heritage City Development and Augmentation Yojana (HRIDAY) scheme.


The National Heritage City Development and Augmentation Yojana (HRIDAY) scheme was launched on 21st January, 2015 by the Ministry of Urban Development, Government of India, with a main objective on holistic growth of heritage cities. The focus of this scheme is to conserve and revitalise the soul of the heritage city to show the city's exclusive character by motivating aesthetically attractive, accessible, enlightening and secured atmosphere. The HRIDAY scheme details are that it was launched by Minister of Urban Development Shri M.Venkaiah Naidu to save and revive the rich cultural heritage of the country.


What is hridaya plan?

HRIDAY Plan stands for the National Heritage City Development and Augmentation Yojana. It is an initiative launched by the central government which focuses on urban planning, economic growth as well as preservation of the heritage of selected cities under this plan.


Which city under the Hriday city plan is located along Ganga?

The HRIDAY plan will last for 27 months, concluding in March 2017. The government would grant Rs 500 crore to the 12 cities designated by the government.

Heritage City Development And Augmentation Yojana


Dr. Mahesh Sharma the Minister of Tourism and Culture and Members of Lok Sabha signifying different cities chosen under HRIDAY were also present at the launch. With the period of 27 months and complete expenditure of INR 500 Crores, HRIDAY Scheme launched in 12 known Cities that is Amravati, Ajmer, Varanasi, Amritsar, Dwarka, Gaya, Kanchipuram, Badami, Puri, Velankanni, Warangal and Mathura. Scheme is executed in mission mode.


The main benefits of the HRIDAY Scheme are to increase economic growth, heritage conservation and urban planning. Also, decoration in a wide-ranging and integrated way with prime focus on sanitation, trade, safety, skills, faster service delivery and accessibility is being carried on in all these cities. Due to the increase in the number of tourists and keeping in mind the requirements of locals, a need was felt to connect heritage development in a city to the whole planned development of locality that not only makes the region more tourists friendly but also enhances the standard of life of locals. Putting in CCTV cameras and setting Wi-Fi access in such areas will also be the main highlight of this great and enthusiastic development process.


Under the HRIDAY Scheme every selected city will arrange a heritage management plan declaring heritage resources. It will also work on a few policies to plan their preservation, renovation, future use and growth. There are plans to have protection of areas, preserving documents of all heritage sites, providing more services for women, differently able citizens and senior citizens and also making sure the enhanced connectivity and internet access to tourists, etc. Apart from the steps mentioned earlier, the government is also focusing on building appropriate parking places and hawkers’ areas as an essential part of reviving these cities.


The present condition of areas having heritage importance, are not up to the mark and therefore, these places don’t attract the tourists much. The main reason for the condition of these places is that the proper and required attention is not paid on their development as tourists’ spots. Also, these places are overcrowded and serve as shelter for homeless and labour class people. These places have insufficient basic facilities and infrastructure, like cleanliness, water supply, roads and so on. Basic services such as signage, toilets, street lights are not there.


Numerous institutions and uncertain regulatory outline for financing and managing urban heritage properties and landscapes, also fragile capacity of Urban Local Bodies have built main challenges for running such heritage cities. Due to such conditions, the government felt the requirement of rejuvenating the heritage cities to increase the tourism as well as the economy. So, they came up with the National Heritage City Development and Augmentation Yojana (HRIDAY) scheme, which helps to conserve the heritage and tourist places and also improve the areas and facilities for locals.


Few of the given cities under this plan have sent their suggestions to the UD ministry. Like, Mathura wishes for water navigation from Vrindavan to Mathura, river front development, ropeway across Yamuna and Vishram Ghat and growth of Barsana and NandGaon.


On 21 January 2015, the National Historical City Development and Augmentation Yojana was started with the goal of bringing together urban planning, economic growth, and heritage conservation in an inclusive way in order to conserve the heritage character of each Heritage City.
